The most “accepted” method by most fire prevention and safety organizations is to soak them completely, preferably overnight in a large bucket of water. The next morning, wrap them in plastic (we use a ziploc bag) so they don’t dry out and dispose of them in a manner that the public can’t access them. (We have a locked dumpster).

In the past the fireworks that have been submitted into evidence were turned over to the DPS Armory Department and they disposed of them along with unsafe ammunition.
I have also read about soaking them in water as well then disposing of them in the trash.
